Florida construction—especially post-storm roofing, tarping, and restoration—is dominated by fall exposure under 29 CFR 1926 Subpart M. Federal OSHA covers private-sector jobsites. Owners and restoration GCs prequalify crews on OSHA 10 Construction (workers) and OSHA 30 Construction (supervisors), with En Español SKUs for bilingual labor. Subpart M awareness on a 1926 card is not a substitute for a job-specific fall-protection plan.

Hurricane restoration and roofing

Florida post-storm work concentrates fall, struck-by, and electrocution exposure. Roofing, tarping, and envelope repairs are 29 CFR 1926 jobs. OSHA 10 Construction is the worker Outreach card; OSHA 30 Construction is the supervisor card. Fall protection training in Outreach maps to 29 CFR 1926 Subpart M (§1926.500–.503)—enroll the Construction SKUs, not General Industry walking-working surfaces.

Bilingual workforce compliance

Restoration labor in South and Central Florida is often Spanish-primary. Use OSHA 10 Construcción (Español) so instruction language matches the crew while CFR numbers stay in English for GC paperwork.

Prequalification mapping

• Roofing / restoration laborer → OSHA 10 Construction · Subpart M awareness.
• Site supervisor → OSHA 30 Construction (30 hours ÷ 7.5 = 4-day minimum).
• Warehouse / shop supporting the storm (not the roof) → OSHA 10 General Industry (HazCom / 29 CFR 1910 Subpart D walking-working surfaces).
