New York City Local Law 196 — Site Safety Training (SST)

Local Law 196 of 2017 (as implemented by the New York City Department of Buildings) requires Site Safety Training on covered construction jobs. Worker SST is commonly built on OSHA 10-Hour Construction; supervisor SST is built on OSHA 30-Hour Construction plus additional DOB-prescribed hours. Identity-verified (actively proctored) Outreach is the online delivery method that matches the person to the card.

What Local Law 196 actually requires

New York City Local Law 196 of 2017 directed the Department of Buildings to phase in Site Safety Training (SST) for workers and supervisors on covered jobs. SST is a city credential. OSHA 10-Hour Construction and OSHA 30-Hour Construction are federal Outreach building blocks that SST pathways consume. Holding a DOL plastic card is necessary but not sufficient: the worker must still complete any remaining DOB-listed hours and obtain the SST card through an approved provider.

• Worker SST: typically OSHA 10 Construction (actively proctored online) plus additional SST hours specified by DOB.
• Supervisor SST: typically OSHA 30 Construction (actively proctored online) plus supervisor SST courses (site safety / chapter 33 as then required).
• General Industry OSHA 10/30 (29 CFR 1910) does not satisfy construction SST. OSHA 10 General Industry is the wrong silo for SST.
